The current administrations security track record to date is less than stellar, as evidenced by recent DoD/Pentagon lapses. It's hard to have any confidence that a rushed job from HHS will be any better implemented.
This has such obvious bad follow on effects. If the data leaks, nobody will be willing to share medical data ever again, which would end public health. Even if data like this never leaks wholesale, it stigmatizes people with minor behavior differences. This will put lots of people in a new closet, or worse.
