Google Play unable to complete identity verification

My team is trying to push an Android build to Google Play (we have an iOS app), but has been blocked because of Google's new employee verification requirement.

We've submitted all our documents and have continued to receive no response from support, its vague their previous responses as to why. On our application, Google is stating we have had income from Google Services in a country in which we do not operate, so clearly, there is a mismatch of records.

Here is the response we received. Has anyone else received this response? What did you do? We're stuck. - Hi, Thanks for contacting the Google Play team. Unfortunately, we are unable to verify the documents you provided and are unable to publish any apps.

Please note that your developer account will still be accessible, but you will be unable to publish any apps. To learn more about developer verifications, please visit Play Console Requirements and the Play Console Help Center. Thanks for your understanding, Regards, The Google Play Team. -

We cannot resubmit, and you can only appeal once. No other information has been provided.

Open to suggestions, we need to publish this Android version of our product but cannot get past this Google verification, and unclear what is 'unable to be verified'.

If you haven't already: Look into alternative APK distribution channel(s) to Play Store. Don't let Google hold you hostage for all your sensitive info.

same issue here
nice_scott•9mo ago
I have seen others similarly have this issue on reddit as well, and the solution was always "someone at google noticed the post and help get the verification issue fixed" or "i had a friend at google look into this for me".

I really wish google offered direct support for developers. Heck, even Apple provides direct support to the developers and limited code support as well! It seems like you get a little more for that yearly $99 developer fee. But now it seems like google charges you a $25 developer fee, just to ban you from the play store because you submitted your ID and their AI couldn't verify your identity and proceeds to not tell you why and give you no recourse to fix it?

it makes sense that google removed "do no evil" from their code of conduct.

Have not been able to execute a purchase using a credit or Google Play gift card for the last two decades. Even written to the executive team via their CEO's email. Support is garbage.
Naomarik•9mo ago
I have the EXACT same issue. I'm getting nowhere with support. I have a huge document showing how ridiculous this is. I was given no explanation as to why the identification failed nor any opportunity to upload new documents.
