From what I can tell from the video, this guy worked in DIA, and at the Pentagon, and finally at Department of State, holding TS/SCI. He is the author of this report: https://www.congress.gov/118/meeting/house/117721/documents/... and he's risking prosecution by coming out as apparently he's breaking his secrecy oaths in what he's talking about.
He seems very much like a legitimate government insider from a cleared job telling the truth.
