Every physical thing they make comes from China - even if it's assembled in Vietnam or India. China is also nearly 20% of their sales - maybe more if they include services.

Therefore, Cook is just doing whatever he needs to do to appease Trump and China at the same time. Trump responds well to flattery and taking credit that he doesn't deserve. That's what Cook is giving him.
