If Hollywood is screwing the system by outsourcing to overseas studios then a simple arrangement would be to audit tax returns (possibly at the studio's expense/no tax write-offs, deductions) and add tariffs on the specific foreign production so the status quo is maintained—making overseas production cost essentially the same as local production.

There are likely other or similar scenarios that would have the same effect.
