If I read this correctly, they are launching a new service at https://calling.web.skype.com/ just to keep the functionality working for those with remaining credits (like me). I didn't expect that. Kudos if it actually works :-).
I've been using SkypeOut for many years now for things like long international customer service calls (airlines, banks, etc).
