Wasn't this president the same one proposing to re-open Alcatraz because the only person that escaped was bitten by sharks really badly? That is, the plot of the "Escape from Alcatraz" movie that had aired earlier on the same day.

I toured Alcatraz in...2019 I think? I'm far from an expert in construction, but the buildings do not look to be in great shape. I don't think there's really a path to re-using the structures in any meaningful way, it would be bulldozing those and building an entirely new prison on the same island.
We could build a prison on land and dig a moat around it for less.
