reading how the hotspots are just handed out to kids, purely based on the discretion of "educators", with zero insight and disclosure to parents and guardians, yup!, pull the plug on that. I cant see how it was legaly implimented in the first place, as parents have a duty to monitor there childrens behaviors, and guide there interactions.Secret hotspots, totaly bypass there involvement, but leave them responsible for outcomes. There is a general problem with school and town councils running amuck along with other government agencys and essentialy atempting to instutianalise people in there own lives and homes. More defunding and pruning, is in order. I'd down vote myself, but alas I must defer that task.

Education is the responsibility of states, not the Federal government.

The government could indirectly require hotspots by amping up requirements for school funding until pretty much only schools that offer hotspots qualify, and others don't perform well enough.
