How can Trump cancel something that was voted into law by Congress?

By firing everyone associated to it and not hiring to perform it.
Sort of like insurance fraud. Doing things that are in bad faith relative to the agreement. It breaks the law, sure, but only if you're called out on it and your hand is slapped.

What prevents the next president, who just might have more than a 1.6% vote margin, from just reversing all of this?
On a different track, if Trump does a large amount of governing by fiat, will Trump accept the blame if things go awry? That seems like the flip side of dictating new rules.
