In this operating environment, under the right circumstances, I think it's entirely possible. Reality is suspended somewhat (not hyperbole imho). You just have to get the old man's ear and be ready to go from funding to pardon signing fast. If laws currently don't matter, that's opportunity. Social engineering, as old as time.
