Presumably the reason the headline says zero, and the article says four, is that the distinction between public and private mass shootings. If there's some other reason for the confusing headline, I missed it in the article.
It's still great news, and I happen to agree with the author of this opinion piece that the media have overstated the severity of the problem. Obviously the ideal number is zero, but the anxiety around mass shootings is out of line with the actual magnitude of the risk in comparison to other risks we could be talking about instead.
