US courts have been very adamant that immigration is a federal matter, and states are not allowed to interfere. Famously, Texas was not allowed to even put up a border fence [1]. So how come California was allowed to fund healthcare for illegal immigrants - isn't that also interference?

They haven't for the obvious reason than banning "interference" is ambiguous nonsense.
In practice, immigration is only a federal matter inasmuch as federal law preëmpts it [1].
