This isn't the first time I've heard this kinda setup where China helps a country with infrastructure, but sidelines locals from benefiting.

I believe this has been seen in some regions in Africa too, locals complaining about a flood of low quality goods that couldn't be sent to other countries swamp local markets and businesses, and suddenly you can't even find quality goods.
