More like the EU has started handing out contracts to EU firms (Helsing etc) which do the same stuff Palantir does, which is develop expertise (not really in tech but) in navigating govt bureaucracies via relationships/access/networks/lobbying etc to over charge govts for "good enough" tech.

This guy is a clown and I really wish Europe didn’t buy anything from his horrible company.
