I'll give the carbrains one hint

A large regional hospital in my area has high parking fees, but if you're a patient then you don't pay for parking at all, and if you're visiting a patient then you get a reduced rate.

So the problem is that other places in the city don't have enough parking, since if they did, people doing non-hospital activities would park elsewhere even if hospital parking were free. I wish all businesses had to provide enough parking to accommodate all of their employees and customers.

I've never had to pay to park at any hospital I've visited.
