I think this is a well argued case. China's high speed rail network is pretty good, I've used Shanghai to Beijing and it was fast, clean and efficient.
Australia has a 50+ year story of failing at launch with a national high speed system and has settled for a national freight forwarding network investment. it's very politicised, and what little I know of Indian state rivalries, a national high speed train investment will be equally fraught between where the money comes from and which places have the populations. This kind of thing rides roughshod over land rights, land use, and profit outcomes. It's capital investment at scale which boosts the economy but looks to many like privilege bypassing their slum.
Without wishing to be over rude, It will be passing strange if India got bullet trains before it got nationally mandated internal toilets for every home, if it got a single consistent equitably available national interconnect while it still has communalism and caste tensions. Strange, but not impossible.
