No. Such a tube would have losses. By the time it got to Seattle, you wouldn't have much left.

But then, a tower a few miles/kms tall straight above the city might be more practical. I don't know if such a structure can be built, but it might be simpler and cheaper than a skyscraper because it's basically empty. The hardest part might be to make the top as large as possible to collect max sunlight.
