So I've seen this come up in government, in new headlines, and in relation to AI, but I don't understand the links, and I don't understand if it's a new hype wave or if something substantive has changed. What's the situation?

Maybe folks will combine logic circuit generators from AI to quantum simulators, and that will enable future hardware prototypes.

One way to "think" versus another, whether it's identifying cats or securing a quantum wallet.

Partly hype. But it looks like some advances have been made (see also: a couple places announcing quantum chips). It still doesn’t seem to be at a stage where it’s remotely usable for anything, though.
