AMD Brings ROCm to Windows, Ryzen AI Max and Radeon RX 9000

There's a lot to unpack in this, but the parts that excite me are:

1. Official support for Strix Halo in ROCm. And that's mainly because I'm hopeful that Strix Halo systems with 128GB of RAM (of which 96GB can be allocated to the GPU) will make really interesting hardware for local AI experimentation. No, it won't be as fast as a "real" GPU with 96GB of RAM, but it may be better than some of the other alternatives.

2. AMD is committing to "day one" support on their future hardware, including consumer hardware. That's something the community has been asking (begging?) for for a long time, and it's nice to see them move in that direction.
