I think this article sidesteps what this bill also means: a return to cold-war-era thinking of "passive" advancement of military capabilities for the "just in case" scenario

This article assumes that Golden Dome's purpose, like Reagan's SDI, is to protect against incoming ballastic missiles. It's not. The real purpose is to siphon off taxpayer money. The US DoD is not auditable, and it has hidden "black budget" money. The whole setup is ideal for taking money out of the government.
