I did a startup that went south, with some of us cofounders fighting. It went on with negotiations, offers, etc... I remember receiving a buyout offer that was rejected. The 2nd offer came, and it was the final offer. Then the third, that was the final final offer. Then the 4th.... the final final final offer. Of course, more came but at least none of them included the final word :)

Are these letters legally binding?

IANAL, but I'm pretty sure the answer is no. I don't see anywhere in the Constitution that the president has the legitimate authority to issue such orders.

This is going to be one more grand-sounding order that is immediately blocked by a judge, and the block will be sustained on appeal.

Siemens is not a US EDA company. I'm sure they don't care anyway.
