I hope things can change, but my experience trying to launch a startup here shows that it is 90% grift upon grift, with dozens of companies trying to suckle at the teats of government funding, and all the EU seems to do to fix it is add more beaurearacy, which plays into the grift companies' hands and makes it harder for startups.

Literally to apply for EU grants in a lot of sectors you have to have a partner who handles documentation, and the EU's website even helps with searching for them. And of course they want a large portion of the grant for the privilege.
