    Google claims that forcing it to license search would put everyone's
    privacy at risk because it has a vast amount of user data that
    fuels search. 

    [Judge] Mehta questioned the government lawyers pointedly on the issue
    of privacy, which he noted was barely addressed in the remedy filings.
I think it is either sad or telling that the DoJ didn't come prepared to address user data.

There are many methods to address this. Some begin with:

    Don't collect data that isn't critical to the service and/or
    Don't allow data outside of the service silo and/or
    Allow data to flow with the license, when the fully informed user opts-in
