I work on a membership-based web site that's subscribed to by many higher ed institutions. Our customers demand that our product be accessible so it is. Our customers care because they got sued back when they didn't care.

Any institution that receives federal grants is required by law to care. That includes universities (well, except maybe Harvard soon :-) ).

I worked in my university's disability office - their mission was to ensure all web sites within the university were accessible (including professors' pages where syllabus, etc were posted). The main programmer in the office was blind. Really fascinating to see him code!
