at least in italy - and i guess europe - laptops can be sold with windows but you can ask to be reimbursed for the windows license price if you don't plan on using it

What do you mean? In italy it is already possible to do so, some people already did so. Though companies make it slow on purpose if you ask for it

I think anyone that can avoid this 'MS tax' on computers should try it, just stating that last time it "worked" in 1999, it stopped working really really fast.
