Recalls a recent employment experience where the engineering team would say "it's too hard," to which the only sane response is, "but you're not saying you can't do it." At the end of so many "no" statements phrased however, unfortunately, is an unspoken "I don't want to do that particular work," not even talking above priorities, but personal interest in the task and having to work at that level of intensity to solve those particular problems. But, frankly, what are we here for (at this company) but to work? The difficulty of a task shouldn't come into it if it's the only way. You work at it until it's done. All this is assuming goals are aligned and all agree the task is important. But to have a DOA project just because it's hard? No.
