It's not that the DNC would have moral qualms about allying with a trillionaire, even one whose loyalties seemed to be for sale. He'd need to be on good terms personally with influential Democrats. The DNC is a long-term web of connections, and many would say that they're too slow to accept outsiders.

But he'd have to show that he has something to contribute beyond trolling Donald Trump. And just throwing money at the problem wouldn't suffice, without also making the right connections. And anybody who took his phone call would have to answer to people demanding to know why they're talking to the Nazi.
