Having lurked this debate for a while my takeaway is that the European open source community is consistently poor at translating their selling points into the buzzword-heavy powertalk of the people who direct the writing of the MFF (like ECOFIN and the BMF) and sometimes fail to recognise who they should really be 'talking' to in order to get the best results. CEPS can't do everything by themselves.
