Program management around space systems has been pretty awful. They fundamentally misunderstand IT systems and proper sustainment. There are major programs which stockpiled computers from 2015 so they could replace like-with-like, for Windows workstations. Programs that stockpiled monitors from 2010 so they could have the same monitors when some failed (these are not imagery systems where color consistency might matter, these are bog standard workstations).

Until they have a major failure, they're unlikely to change because the same industry partners (military contractors) that fail to deliver end up in the program offices sending contracts to the same companies that fail to deliver.

Not really, they use the systems until they fail and then often shred them (at least the electronic components, the chassis might not be shredded).
