Preferably something that is suitable for a child and not heavily addictive or gamified like Duolingo.

I'm a fan of Glossika and recommend it whenever I can.
On the one hand, I don't think of it as a child's app; but on the other hand, it uses the kind of repetition and speaking practice through which all children learn languages.

Not an app, but we used DVD with our older daughter, she could choose the language of the audio and also the languages of the subtitles. Young kids love to see the same movie again, and again, and again. The order for each movie was something like:
