You "cannot": the steam client is a 32bits ELF executable requiring x11 and opengl (no 64bits, no wayland->x11 fallback, no GL->internal CPU rendering). People have been asking valve a "less disgusting client" for more than a decade. You can "thx" some valve linux devs for that... (the management is probably as guilty).

I don't think Fedora cares too much about some closed source software. The last open source software that had an issue was Wine, but Wine some time ago added thunking support so it can use the 64 bit libraries. Now there is no open source software that still requires i686 libraries.

I wrote "cannot", because this is a power struggle: either you suffer all the corpo grade tantrums (accutely technically toxic) of valve and work on the lack of elf/linux knowledge of most game devs (generation of "correct" ELF64 binaries for a binary-only game distribution for broad elf/linux distro support), or people who want to play (real life) video games won't even consider your elf/linux distro which means microsoft and apple will thx you...
