YouTube now won't load without cookies

Looks like they finally did it(rolling it out). The UI is completely blank if you don't allow cookies on YouTube. Independent of ad-blocking or other extensions. I've been browsing youtube with no cookies for years.

It appears they are returning a 403 if you don't allow any cookies.
