First sentence:

So which is it?!

I took it to mean this particular accident was due to FSD, but he's never had other accidents in the past where the driver told them it was FSD related.

Why do you find that hard to understand?

Maybe the heavy wrecker was unnecessary, but I can also understand not want to take a chance. Thermal runaway fires are no joke. The railway probably didn't want to deal with that possibility.
