I think this is similar in concept to after you've learned something to teach or explain it to someone else and it helps you solidify your knowledge.
Generative AI is a tool, much like when search engines and massive internet use came about in the late 90's I'm sure college kids were sharing completed papers online and searching for them. Learning how to effectively use the tool in your daily work or learning is key, relying on the tool to do your work blindly, which is likely what the CA colleges are trying to prevent, isn't going to help learn the material.
