Google's message seems to say that they would help you close your original account. But it sounds like you didn't get the account closed; it was suspended because you missed the deadline for providing the extra information.
Suppose you'd done what they suggested, and formally closed your old account before the deadline, so that it was never in violation of Google's policy. Do you think they still would have closed the new account in that case?

I don't really think so. My reason is that I've pointed this out in the conversation with Google as well, but they have never addressed this point. If this was the issue, I'd guess it would have been resolved.
