With the move of adding silicon to batteries to allow more dense packing of lithium I can see airlines requiring battery powered devices to go in the cargo hold.

Lithium batteries are explicitly prohibited from being in the cargo hold on passenger aircraft, for good reason.
If it’s in the cabin you can contain it, and flight attendants are trained and equipped to do this. If it’s in the hold, you have no chance.
