How can this possibly work in practice? Or does it pertain only to mobile devices (non-jailbroken ones, that is)? Otherwise i can't see how can it work.

These are suggestions for discussions. Cops want as much as possible.
As the article says, this is constant battle. So far it has been successful for years and these proposals get shot down in preparation or in vote.

It doesn't matter what the law says. Special services will anyway use everything that's technically possible, don't be naive.
