Many, especially IT companies, have no problems with hiring English speaking employees. English is a mandatory subject in highschool and many Dutch are fluent in English, which is often mentioned as an important stumbling block for foreigners to learn Dutch because people switch to English so easily when they notice you are a foreigner.

Hard to tell. It depends on your experience. I would just search for jobs and try to apply. I do not know where you are from. If you are from outside the EU, a potential employer has to apply for a working visa. In two weeks there will be a hacker camp in the Netherlands where there will be people from the security industry attending. The tickets are sold out, but there are still some people offering tickets because they cannot attend: https://wiki.why2025.org/TicketSwap
I am not into cybersecurity, but maybe you can find some people through the program https://why2025.org/programme . Many talks will be streamed online and/or be available online afterwards. You could also look at talks given at previous events.
