Could someone explain the possibilities why would he sell his shares and not just borrow money using his stock as collateral?
And How much Tax would he have to paid for this? Does it count as personal income i.e ~37%? ? and not Capital Gain Tax which is ~20%?

Lots of potential reasons. Could be diversification, preparing for leadership change, capital to fund his rocket ships, belief the stock will suffer due to tariffs, etc.
20% Fed long term cap gains plus Washington has like a 7% for big gains so maybe around 30% total but who knows his effective rate.
