Trump seems quite good at using anchoring as a negotiation tool, and possibly also to shape public opinion.
He threatens 30% tariffs so everyone panics then a deal is struck with only 15% tariffs plus buying more from the US and everyone hails this "huge deal" (but tariffs used to be about 0!)
