When I was in the service I played soccer with a bunch of EOD guys. What struck me most about them was not their physical attributes (I was probably stronger than many of them) but their mindset. Seems to me that these standards are filtering out people based on their physical strength. And oh, this will filter out most women, even those possessing that mindset I spoke of. I'm sure that's just a coincidence.
