Terrible headline. From the article:

> Microsoft has admitted it cannot guarantee data sovereignty for customers in France or other European Union countries under the US Cloud Act

I had to go read the article to figure out if this was Microsoft falling under Trump's spell and doing things specifically for Trump that it wouldn't have done for Biden, like many oligarchs have done, of if Microsoft would have to do this for any US ruler because of legal restrictions. It's the latter.
