This has been our concern since last year when 15cm of rain poured over Montreal in just one day. Not too much for some other cities but definitely a disaster for Southern Quebec. Whole municipalities were flooded and whole streets of house owners had to worry about backflow from the main plumbing pipelines.
The problem is, the infra simply cannot handle that amount of precipitation. I doubt the city has the backbone to solve the issue other than adding a few pieces of mini-forests to absorb the water. What is worse is that even the highways cannot handle such amount -- actually it could handle far less than that, and improving highways is even more expensive.
