I wonder if it really is only Tesla drivers or if it is anyone who has the app and a Tesla account?

Many non-Tesla EV drivers get the Tesla app and create a Tesla account so that they can use the app to pay for charging at Superchargers. Even if they can pay via some other means (e.g., Hyundai drivers can pay through Hyundai Pay) many who use Superchargers frequently will choose to go through the Tesla app because then they can buy a Supercharger membership which will usually give them a better price.

Well, this looks pretty much as expected.
