When you do the math, it shows that there is extremely little you can do to make it easier to locate or encounter a particular rarity, and almost no way to be certain if it will happen at all.
Beyond a certain point, the amount you can do to make it easier for a rarity to find you, could quite well be orders of magnitude more effective than anything else you have within reach that could lead to contact.
