It's not impossible—actually pretty desirable, if you're doing large-scale solar power and need lots of cheap land—it's just that American civic culture, simply, sucks. It's the same stark story every time: China builds, the US fucking gives up.

yeah, stupid civic culture won’t let nice corporation take all of its water and get nothing for it.
The article you link mentions similar capacity cuts in the car industry, but apparently the author didn't research the datacenter boom deeply enough to realize that it's being curtailed as well.
