I'm guessing the White House feels the same way in practice.

Here's the thing - corporate cybersecurity organizations know how to protect their assets from Microsoft's ineptitude, but the organizations paying them don't really care about security, either. All they want is to keep their organization's name out of the headlines. They really don't care about the security of their customers' data.
