These secret private military-style contractors were given “debt cards” (to the tune of trillions which could be spent right off the national debt.)
And they did indeed build secret facilities which they rented back to the CIA as domestic safe houses, and licensed secret prisons, and more.
When China hacks the secret phone infrastructure, these third party contractors own it (purchased with debt cards post 9/11), and they rent it back to the NSA.
