a) policy doesn't exist

b) policy is granted as a form of leverage to get and keep voters

c) policy is overturned by next admin

d) policy wasn't really that important, but it enrages people anyway because it's like giving someone $100 and then taking it away.

Sure $100 is nice, but it's not life changing.
