It is an attempt to leverage Trump's vanity to achieve the outcome mentioned. "Show me the incentives and I'll show you the outcome." Appeal to your audience (Pathos mode of persuasion in this context).

That would indeed be worthy of a Nobel prize -- in much the same way that warp drive would be worthy. I cannot conceive of any incentive that would get Putin to agree to that.
Maybe agreeing to give Alaska back to Russia. Or maybe the US withdrawing completely from NATO.
